I've been making this kind of icing/frosting for more than 50 years. I just called it "flour frosting", but now there's an elegant new name for it! It absolutely is the frosting for Red Velvet cake and in chocolate Whoopie Pies. When cold or frozen, it almost tastes like icecream.
