Hi Cathy, we are measuring the 1" at the center of the pan, where the dough is domed. 68°F is a bit cool for rising dough. Ideally you're aiming for a dough temperture between 75-78°F for your rising dough. This blog post has some helpful tips on where to let your dough rise when your house is on the cool side.
