Hi Pat. That line could be there for a number of reasons. The most common is that the line may indicate a fractional measurement for the size of the spoon. For example, if your one teaspoon measurement has a line half way up, that would indicate that items that fill the spoon up to that line would equal 1/2 teaspoon. The line could also be there due to manufacturing processes (when stamping or molding the spoons). If there are two measurements listed on one spoon, that line could indicate when the smaller measurement is reached.
