Hi Crescent, often chocolate chips contain soy lecithin, which is an ingredient that helps them keep their shape during baking. If you're using fancier "couverture" chocolate, this is made to melt more easily. If you're looking for less melting, inexpensive chocolate chips that contain soy lecithin might do the trick.
