I own a copy of an antique cookbook published in 1942 called The American Woman's Cook Book. It contains a recipe for Hot Water Pastry with the same mixing method Cookie describes, including refrigeration and layer roll out. Portions for 2 x 9" crusts:
2 cups flour
1/2 teas baking powder
1 teas salt
1/3 cup boiling water
2/3 cup shortening
