Hi Vanessa, the question here had to do with a regular chocolate cookie recipe (made with regular flour) and whether or not because the cookie recipe didn't require added liquid (other than butter and eggs) the flour would still develop gluten.
When making a gluten-free chocolate cookie mix or recipe made with gluten-free flour, gluten will not develop, because a gluten-free mix or gluten-free cookie recipe will be made from gluten-free flour that does not contain the type of proteins that develop gluten when exposed to liquid.
