Hi Terry, the cream or milk is intended to bring the scone dough together, so it would be hard to gauge how much to add if you folded the bacon and scallions in after the cream. Mixing the ingredients together by hand is a fairly gentle process, so I don't think this will result in breaking up the bacon and scallions too much.
