We're sorry to hear that your scones didn't turn out quite as expected, Roz! Most often when scones don't rise as much, it's because they were a bit overmixed. We'd recommend cutting in the butter a bit less next time and mixing less when adding the cream. It can be helpful to turn the scone dough out onto a piece of parchment paper and use the paper to fold the dough onto itself and finish bringing it together, you can also use a bowl scraper and do this right in your mixing bowl.
