Hi Theresa! Thanks so much for reaching out to us about this. The description in the first step is in reference to using a pastry bag to create a crumb coat, which we do to make it easier to frost a cake more cleanly. For that, you can easily fill the bag first and snip a bit off the end. You'll want to follow the other directions for when you want to use a specialized tip.
