Hi Jackie, yes, you can use this recipe to make cinnamon buns. When there is a difference between a volume and weight measurement, it's usually best to use the weight measurement. The cinnamon roll dough is quite soft and sticky so using melted butter in that recipe would exacerbate those qualities and make it seem like the dough needed more flour, which it does not. Adding more flour would take away from the soft quality of the finished product. The tangzhong starter in Perfectly Pillowy Cinnamon Rolls is added to the mixing bowl while it's still piping hot, so the softened butter gets melted a bit from the residual heat.
