Hi Helen! Brushing the fruit cake bars with the liquid of your choice is a truly optional step. If you are looking for a very moist bar, feel free to add that touch of syrup to enhance that texture. However, with the frosting, that may provide enough additional moisture and sweetness for your liking, so the syrup may not be needed. It really is up to you, the baker, if you want to do this step or not.
