Hi Laurie! You sure can make those rolls using rye starter, we'd recommend using all-purpose flour in the dough since rye flour forms a very delicate gluten structure. You may find that you need to add a touch more liquid to the dough since rye starters can be a bit thicker. We hope this can help and happy baking!
