I'm from Sweden and the flour you are describing is called Rågsikt. It's my favourite flour and I use it all the time.
It's made from 60% wheat flour and 40% of fine rye flour that has been sifted.
It's very easy to make yourself. For 1 kilo (2.2 lb) you just mix 600 g of wheat flour and 400 g of fine rye flour (sifted weight)
