Hi, Emily! If you're looking to make dough that can be eaten raw, you'll need to purchase a flour that's safe for eating raw, like almond flour or coconut flour. Alternatively, you could take an approved-for-eating raw ingredient like rolled oats and process them in a mill or food processor and use that in your cookie dough in place of your traditional flour. Obviously, these other flours behave a bit differently from wheat flour and it may take some finagling before you land on a recipe you love, but that's half the fun of baking! (Or in this case, not baking!)
