We're sorry to hear that your having trouble with this Susanna, and we're here to help! Yes, butter can vary from 13-17% water content depending on the brand. However, most store bought brands (unless they advertise being European or high fat) should be more or less the same. We suspect that maybe the browning process is sometimes not being fully completed in this case. And we went straight to the source to get a tutorial for you! Here's Joy the Baker with some great step by step photos of the browning process.
