Hi Amy, because you made the substitution of using white whole wheat flour, your dough will be quite dry causing the result that you described. When looking to incorporate whole wheat flour to a bread recipe you must increase the hydration in the recipe as well. I would recommend trying the substitution again but adding 3-4 TBSP of additional milk so that the dough is nice and soft. Hope this helps!
