I have never read that, however, I just made some cupcakes from a cake recipe that had what I thought was a lot of leavening. 1.5 t baking soda AND 2 t baking powder for a 9 inch layer cake. Since I live at a pretty high altitude, I didn't adjust this BUT I only filled the cupcake wells about 2/3 full. Unfortunately, they all rose to the point that the batter spilled over the edge of each well and cooked a bit onto the pan. You know...where you can't see the edge of the well anymore. There wasn't a dome, but I felt that there was way to much batter or something.
I need to use the recipe for a bridal shower I am baking for and now I don't know what I should do. Cut down on the leavening or fill the the wells with less batter. Frustrating. I wish you luck with finding the answer to your question.
