I have not tried substituting when making scones, but since I usually only keep non-fat milk in the fridge I decided to buy some canned milk to use when making biscuits. It works wonderfully when I don't have time to go to the store to pick up cream or half/half. Great also for cream sauces and mashed potatoes.
