I also live in a cold kitchen house and have done some extreme things to raise dough. A couple of times I've put pans of yeasted rolls covered in plastic wrap in my car in the warm spring sun.
Luckily my wife allowed us to purchase a double oven with a steam option for bread in the lower and larger oven on the bottom. While the upper smaller oven doesn't have a proofer in it, I use a glass cake pan of boiling water on the floor of the upper oven for the final rise while the lower oven preheats.
