Hi, Susan! Starter is only ready to bake with when it is at or near its maximum volume, typically 6-8 hours after feeding, when left at room temperature. Starter that has been refrigerated will generally not be fully ripe until fed at least once at room temperature, but oftentimes it will take 2 or 3 feedings (without any refrigeration between them) before it's ready to use.
