We're sorry to hear that you're having trouble, Bev! Most often when toffee is chewy, it's because the sugar mixture needed to be cooked a tad longer. You might want to make sure that your thermometer is calibrated properly so you can be certain you're cooking the sugar high enough to reach the hard crack stage. We hope this helps!
