Checking online to confirm,I verified that if you heat the baking soda at 250 deg F for an hour before using, that the sodium bicarbonate will convert to sodium carbonate. This is more alkaline than the baking soda itself, though still not quite like lye, but it should, however, impart more pretzel character than the baking soda will, without quite the level of reactivity of lye.
