Hi Mark, most standard muffin pans, including ours, have wells with a depth of 1 1/4", so I think it would still be safe to make popovers in your pan. My concern would be that the paper liners might initially mute the heat from the oven, which could affect the pop. If you decide to try this, I would definitely spray the Tulip cups with a baking spray.
