Hi Danielle, it does sound like your layers need to dry out more in order to become firm. I would recommend putting them in the oven on low heat (180-200°F) with the door cracked. Keep an eye on them, and at some point you may just want to turn the heat off and shut the door to allow them to finish drying out more gradually.
