Hi September, it's common for home ovens to take longer to fully preheat than the oven indicator suggests. I usually allow at least 30 minutes for my oven to preheat. To adjust for heat loss when loading your oven, you might try preheating your oven 25 degrees higher than the recommended baking temperature, and then reset the temperature to the correct baking temperature once you have loaded your cupcakes. I would also try rotating your cupcakes a little later in the process (last 5-8 minutes). However, if your oven is routinely running too hot, you probably don't want to preheat the oven even hotter. In that case, I would recommend purchasing an inexpensive oven thermometer and waiting until the oven thermometer is reading the correct baking temperature before loading your baked goods (adjusting the oven dial as necessary). Baking with a preheated pizza stone on the bottom shelf of the oven can also help stabilize the baking temperature (which may help when you need to open the oven door). Unfortunately, it takes about an hour to fully preheat a pizza stone.
