My new starter rose nicely the first 3 days and now is not rising at all with a 3/4 in layer of water on the top. I read that it is "hungry" so I increased the feed-to-starter ratio with no difference. I have kept it at room temperature but it has cooled down the last few days. If it's runny with lot of water on top, do I need to start over?
