Hi Ellie! I've been maintaining my starter since January, and it also got off to a slow start. The change that worked for me was using filtered rather than tap water. Our tap water has a distinct chlorine odor, and I read somewhere that chemicals in water used to feed a new starter can inhibit its growth. Since switching to filtered water- nothing fancy, just the big $1 gallon jugs available at the grocery store- my starter has been happy and active. Good luck with your sourdough journey!
