Hi Marcella, it sounds like you're on the right track, but your starter might need a slightly warmer spot to dwell. Usually anything in the 70-80ºF range will work fine, but 65ºF may be slowing it down. Try boiling some water on your stove and putting it in a pyrex cup in your microwave to warm up that small space. This should provide a nice makeshift proof box for your starter, and you can replace the boiling water every now and then to keep it cozy. I would expect that the starter should begin rising predictably within a few days. Once your starter is doubling in size and has a pleasant aroma, then you should be good to start baking.  I hope this helps! Let us know how it goes.
