Great question Jennifer! Both can be true. In the case of a little liquid forming between fairly consistent feedings we recommend stirring the liquid down. If on the other hand your starter has been sitting unfed for an extremely long time and there is a lot of very dark liquid on top, then you will be able to revive your starter faster if you pour off most of the liquid.
