Hi Bob, assuming your starter was stored in the refrigerator, I think it would be fine to pour/scoop off the hooch with the black specs and feed some of the healthier-looking starter below. It will probably take a few days of twice a day feedings at room temperature to restore your starter to its normal aroma and rising ability, and this will also allow you to be sure that none of the black specs return. I suspect your starter is fine, and just needs a little TLC.
