Hi Camille, yes, it can definitely take longer for the starter to begin rising in some situtations, so I wouldn't be too concerned at this point. It may be helpful for you to find a slightly warmer (75-80F) location for your starter during the creation process, which can help speed things up a bit. Once your starter is fully established, 70F should work fine. It often takes about two weeks for the starter to fully mature and begin to rise predictably, so give it a little more time and let us know if you have further questions.
