Does altitude affect a starter? I live at 6'000 feet above sea level.

I'm following all the instructions explicitly -- and I get a tremendous rise on day 2. But then after that, every day for feeding, the starter I remove fails the float test, hooch forms (mostly clear) and it's not very bubbly. I've been trying for 2 months now and never even got close to a week or ten days.
