Hi Lara, when a starter develops this liquid on top (often called hooch), this is generally a sign that the starter is depleted and ready for another feeding. I assume you're putting your starter in the refrigerator for the week, so if you're not already feeding your starter before you put it in the refrigerator, I would recommend doing so. Give it a normal maintenance feeding, allow it to sit out at room temperature for 2-4 hours, or until it starts bubbling, and then put it in the refrigerator for storage. This should ensure that your starter has plenty of nourishment, and shouldn't become depleted as quickly. On the other hand, if you are feeding your starter but then sticking it right in the fridge, this may be causing fermentation to shut down too quickly, which can also cause issues. Make sure you see some active bubbling before you put it away for the week.
