Hi Heather. In the recipe, all of the ingredients listed under "Dough" in the Ingredients list should be included in the dough. Step 1 says to sift the flour, potato flour, and dry milk to remove lumps. Step 2 says: "To make the dough: Combine all of the dough ingredients and mix and knead — by hand, mixer, or bread machine — to make a soft, smooth dough." By "all of the dough ingredients" it's referring to every ingredient in the Ingredients list under "Dough."
