Hi JoAnn! While I like to put my steam pan on the oven floor, you can certainly put the steam pan on the same shelf. The loaves sharing the same shelf as the pan will get slightly more steamed than the loaves directly above the pan, however this shouldn't be too make too much of a difference. Happy baking!
