Hi Laura, the ratio of sugar to other ingredients in a cake recipe varies drastically by kind of cake, so there's no way fail-proof way to tell if a cake has had the sugar reduced. You can use your taste buds when eating the final product and also do a general comparison of the recipe to others that are similar (sponge to sponge, creamed cake to creamed cake, etc.) to see if it looks like the sugar is less than what you might otherwise expect.
