Hi Bethany, I'm not sure why this mixture would have seized, although it's common for cocoa powder to clump up a bit (sifting it into your mixture can help here). The separation of the butter/liquid is also pretty normal. I would just go ahead and whisk it together as best you can to smooth out the lumps and bring the mixture together, and then proceed to the next step.
