I've got type 1 diabetes and can tell you that generally the dried fruit contributes more carbohydrates than the sugar. Sugar substitutes may help reduce the carb load, but with dried fruit and flour it's always going to be significant. I sometimes buy fruitcake when home visiting Ireland, and generally I eat it only a small slice at a time. Even then I need to take a lot of insulin to cover the carbs. HTH.
