The answer depends on just how slow the slowest setting on your hand mixer is — you want to have control over the size of your butter chunks and not blend them into the butter too finely. If you feel like your mixer has a slow enough setting, then you're welcome to give it a try. When you're ready to add the second addition of butter, you might even want to try pulsing your hand mixer to ensure the crust doesn't get away from you.
