Hi Tracey, while you could certainly try using a combination of bread flour and a lower protein wheat-based flour, such as pastry flour, to make a pie crust, I'm not sure how well bread flour and rice flour would blend under these conditions. If you'd like to experiment, I would recommend using a very finely ground rice flour, to avoid grittiness.
