As a scientist and pharmacist, I dealt with issues of potency and was taught that it is not significant unless there at least a 10 fold difference. AP flour at 10 - 13% and bread flour at 13% is not a defendable difference considering all the other ingredients you add to the flour. I just completed an experiment to determine the visual difference between bread flour dough rise and AP flour dough rise and the AP flour was way superior to the bread flour on visual observation! The difference is way overrated in my opinion!
