Hi Tammy! We're sorry to hear that you've had some trouble creating your own starter. We've tested creating starters with all kinds of water and found that if it's safe for you and doesn't smell of chlorine, the starter should be just fine. You're more than welcome to try it with bottled water though. We'd recommend just sticking with the feeding the starter every 12 hours until you see it bubble and almost double in size — every starter is a bit different and some times it can take a bit longer for them to become mature and predictable in its activity.
