The other percentages will depend on what final results you need from your recipe. If you're looking to create a recipe from scratch and use percentages, you'll need to start with knowing the approximate hydration you want so you can calculate your percentage of water, plus what other ingredients you're going to be using and how much of a role they will play in the recipe. We'd recommend checking out some references such as Michael Ruhlman's book Ratio, Harold McGee's book On Food and Cooking, and Shirley Corriher's Bakewise to learn more about the process of creating a recipe from scratch.
