Debi, while quinoa has recently been approved as suitable for Passover use, the package of quinoa flour should also be certified Kosher for Passover. Our quinoa flour is kosher, but not certified Kosher for Passover. The same goes for our gluten-free flour. While it might be possible to substitute matzo meal for the gluten-free flours in this recipe, we haven't tried this and the recipe would no longer be gluten-free. So, you've posed a rather difficult question. I'll leave it to some of our readers who may know more about the Passover rules and how to apply them when it comes to a gluten-free recipe such as this one to offer some suggestions.
