Hi Matt, you can certainly preheat your Dutch oven empty if that is how you prefer to bake this bread. Either method will work well. When baking in a preheated pot I would remove the lid a bit earlier, around 10-15 minutes, and then reduce the baking temperature to 430ºF after 20 minutes of baking. Baking time might be a bit shorter with a preheated pot.
