Cynthia, it sounds like there might be some confusion. While tossing chocolate chips in flour can sometimes help keep them from sinking in thinner batters like cake, they're really not necessary in cookie dough, and we're not suggesting that here. Perhaps you're reading the "1 cup of chips for every cup of flour" as a suggestion to combine those two ingredients? Really we're just suggesting that as a baseline ration for determining how much chocolate to add to your dough.
