Hi Charlotte, this has happened to me before when I used very cool water (under 70F) and tried to add the yeast directly to the water. It's unusual for this to happen when you mix the flour and yeast together first, but I suspect your bread will still rise in the end, although placing the dough in a slighly warmer spot (75-80F) might speed things along a bit.
