Hi Melissa! We're having trouble visualizing the glaze as "foamy." Do you mean that it developed a bubbly appearance? If so, you could help remove air bubbles by gently tapping the cookies (flat on the counter so you aren't bonking their edges or letting glaze slide off) after glazing which should release air bubbles. It's just a little tricky if there's a lot of glaze or if the glaze is runny as it could move the glaze around.
