Hi Nancy, you are correct that this blog recommends shaping and freezing the rolls right after mixing and kneading is complete. If the dough is very tight right after kneading, it will still work to wait 15 minutes or so for the dough to relax in order to make shaping a bit easier, but there's no need to allow the dough to complete the first rise.
