Linda, it's tough to troubleshoot from here, but there are a few reasons that might happen. Your yeast might be past its prime, or the dough might need to be kneaded more to develop the gluten. You can learn more about how to test your yeast here, and then give additional kneading a try if that turns out to be fine.
